Why is this necessary? Because AI-related technologies serve as a foundation for Japan’s economic and social development.

Additionally, AI is considered crucial from a national security perspective.
Simply put, this law establishes a framework for nurturing and effectively utilizing AI technologies to support Japan’s future.
It works in collaboration with other laws related to science, technology, and digital society to achieve this objective.

So, what exactly does this law define as “AI-related technologies”?

How Will the Government Operate?

At the core of this framework is the Artificial Intelligence Strategy Headquarters, which will be set up within the Cabinet.
The headquarters will be led by the Prime Minister as the Head of the AI Strategy Headquarters, with the Chief Cabinet Secretary and the Minister in charge of AI Strategy serving as Deputy Heads. All other Ministers will be members of this organization.
In essence, this structure ensures that the entire government views AI promotion as a top priority and works in a unified manner to drive its development.
The main responsibility of the AI Strategy Headquarters is to draft and implement a comprehensive AI policy known as the Artificial Intelligence Basic Plan.
This plan will outline fundamental policy directions and a systematic approach for the government to advance AI research, development, and application.
The finalized plan will be approved through a Cabinet decision and then publicly announced.
Thus, the AI Promotion Bill sets a legal foundation for AI-related policies, providing a structured plan and ensuring a coordinated governmental approach.
Reports describing the bill as "clarifying the government's new framework" specifically refer to the establishment of the AI Strategy Headquarters.
Reflections from My Experience
As a system integrator working closely with IT and AI technologies, I see the establishment of the AI Promotion Bill as a crucial step in advancing Japan’s AI sector to the next stage.
Specifically, the bill’s clear designation of business responsibilities and its nature as a non-punitive framework will significantly impact how companies integrate AI into society.
